The Center for the Law of Information and Communication Technologies (CLICT) was established in May 2004 as an entity related to yet independent of the Law and Internet Foundation. The Center for the Law of ICT works under the auspices and to the benefit of Sofia University. Bulgaria's leading experts in the areas of communication and media law, e-commerce, e-government, intellectual property protection, standardization in ICT and cyber crimes were drawn to the Center. By creating CLICT, the Foundation endeavors to become a point of attraction for the national cadre of jurists working in the field of legal problems related to ICT and to concentrate their peculiar legal knowledge in this realm for the benefit of the society and the state.
The basic tasks facing CLICT are:
- elaboration and adoption of the legal framework regulating social relations in the sphere of ICT;
- implementation of ICT in the legal profession, into the government and administrative bodies, universities and other academic institutions;
- research in the area of ICT law and assistance in introduction of the subject in universities' curricula;
- initiation of bills of laws and cooperation with government institutions and bodies of local self-governance;
- educational programs, projects and studies in the area of ICT law and rendering assistance for recognition thereof on national and international levels;
- development and improvement of e-government and assurance of prompt and high-quality access to administrative services and public sector information.
